How the Progressive Payment Scheme works for a Impressions at Dairy Farm purchase.
A property bought under construction is paid for in stages tied to construction milestones, rather than in a single completion payment. The schedule below is the standard progressive payment structure for private residential property in Singapore.
| Stage | % of price | Cumulative |
|---|---|---|
| Upon grant of Option to Purchase (OTP) | 5% | 5% |
| Signing Sale & Purchase Agreement, within 8 weeks of OTP | 15% | 20% |
| Completion of Foundation | 10% | 30% |
| Completion of Reinforced Concrete Framework | 10% | 40% |
| Completion of Brick Walls | 5% | 45% |
| Completion of Ceiling / Roofing | 5% | 50% |
| Completion of Electrical Wiring, Plumbing & Internal Plastering | 5% | 55% |
| Completion of Roads, Car Park & Drainage | 5% | 60% |
| Issuance of Temporary Occupation Permit (TOP) | 25% | 85% |
| Certificate of Statutory Completion (CSC) | 15% | 100% |
Impressions at Dairy Farm — How the Bank Disburses
The first 20% is funded by the buyer: 5% in cash on the Option to Purchase, and a further 15% on signing the Sale & Purchase Agreement, which may be paid from CPF Ordinary Account or cash. The bank begins disbursing once the cumulative stage percentage passes the downpayment, and the monthly instalment therefore builds through construction rather than starting at the full amount.
The minimum cash component is tiered with the Loan-to-Value limit: 5% on a first housing loan, and 25% where one or more housing loans are already being serviced. CPF cannot cover that minimum cash portion.
Model a specific purchase on the progressive payment calculator, which sets out the cash required upfront, the disbursement at each milestone and the instalment as it builds. The housing loan information page covers the LTV and TDSR limits that govern the loan itself.
